The purpose of this report is to use design thinking to identify the type of skills employees need to develop for an agile government. Agile governments need to be able to manage three tension areas (1) create policies that can take into account the uncertainty and ambiguity of the future (2) have the ability to adapt to complex challenges and (3) create stability in the face of change and increasing volatility. Because there is a lot of skills identified by different entities and reports, we took a design thinking methodology to free participants from pre-conceptions. Skills were bundled into three categories: policy entrepreneurship skills, boundary spanning skills and transformational skills. The report has implications for government leaders, HR managers and top management teams. This is an ongoing research and the next workshop will be held with OECD in the UAE Public Policy Forum 2020 in February.
